Position Summary
The Senior Director of Construction is responsible for leading all outside plant construction activities across the organization. Reporting directly to the CEO, this role is both strategic and hands-on. It requires someone who is comfortable rolling up their sleeves while also overseeing large construction budgets, managing multiple stakeholders, and guiding the long-term build strategy. This leader ensures that fibre projects are delivered safely on time and within budget, while maintaining clear communication and strong alignment with internal teams, contractors, and community partners.
Key Responsibilities
Construction Leadership and Delivery
- Lead the full lifecycle of fibre construction projects, from design handoff through civil work, aerial construction, fibre placement, splicing, and service ready.
- Oversee multiple active projects simultaneously, balancing shifting priorities, weather impacts, municipal requirements, and contractor capacity.
- Develop construction schedules, work plans, and cost estimates, ensuring realistic timelines and clear accountability.
- Monitor daily progress, identify issues early and take action to keep projects on track.
Hands-On Operational Management
- Frequently visit job sites to assess progress, troubleshoot issues, and support field teams.
- Provide direction, coaching, and problem solving for internal construction staff and contractors.
- Set clear expectations for safety, efficiency, quality, and professionalism.
Vendor, Contractor and Stakeholder Management
- Select, negotiate and manage contractors, subcontractors, and specialty trades.
- Build strong relationships with municipal partners, utility providers, landowners and community stakeholders.
- Oversee contracts, work volumes, change orders, performance, and cost control.

Internal Collaboration and Communication
- Work closely with Engineering to ensure build designs are constructible, complete, and delivered on time.
- Partner with Network Operations to smoothly transition completed builds into service ready.
- Collaborate with Finance on budgeting, forecasting, invoicing, and cost reconciliation.
- Keep the CEO and leadership team informed of progress, risks, milestones, and decisions required.
Project Management and Reporting
- Establish clear processes, checkpoints, templates, and dashboards to support efficient project execution.
- Manage risks proactively and escalate issues that may affect timelines or budgets.
- Ensure accurate tracking of work completed, materials used, and costs incurred.
Leadership Responsibilities
- Lead and develop a small but high-performing team of construction managers, coordinators, and field staff.
- Create an environment of accountability, teamwork, and continuous improvement.
- Model transparent communication, collaboration, and strong problem solving.
- Provide guidance and support during periods of high volume, complexity, or schedule pressure.
Qualifications and Experience
Required:
- 8โ12 years of experience in telecom, utility or fibre construction, including hands-on field experience.
- Strong project management capability with a track record of delivering large or complex builds.
- Experience managing contractors, construction crews, municipal partners, and multiple stakeholders.
- Ability to operate in a dynamic environment with shifting priorities and deadlines.
- Strong communication and relationship-building skills, with the ability to work across diverse internal teams.
- Experience with construction budgets, cost estimation, forecasting, and financial accountability.
- Demonstrated ability to lead teams and influence others.
Preferred:
- Experience with rural broadband builds or small telecom environments.
- Knowledge of municipal permitting, locates, environmental regulations, and right-of-way processes.
- Experience with construction software, GIS tools, fibre management systems, and project tracking tools.
- Relevant certifications such as CET, PMP, Gold Seal or supervisory safety training.
